"It was necessary to review the past before we provide our prospective for the future. The lessons we have learnt from the past and the current SAPs should guide us to draw up programmes for the structural adjustment and transformation of our economies. One thing is clear that adjustment is necessary, urgent and crucial to our survival. The question remains, what type of adjustment, for what purpose, by whom and for whom.
