"Investment obviously will not flow to Africa except if we have the appropriate policy framework to enhance investment climate. After three decades of independence we in Africa have realized that we may have the vast domains of natural and mineral resources. Yet unless we put in place the right macroeconomic policy and the right foreign direct regulatory framework, it will be difficult to attract the necessary capital and technology to exploit those resources." - Dr. Salim, October 19, 1995
